The City of North Platte (City) is seeking qualified contractors to submit proposals to perform Construction Manager-at-Risk (CMAR) services for construction of the Industrial Wastewater Treatment Plant project to ensure construction is performed in compliance with approved plans and specifications.

Request for Proposals to be submitted:
No later than June 27th by 4:00 PM. The City will accept only those sealed proposals, either hand delivered or received via the U.S. Mail or other Courier at the City Clerk’s Office, City Hall, 211 West 3rd Street, North Platte, Nebraska. Electronic Submittals will be only accepted on Public Purchase. If submitted in person, applicant shall submit one (1) original and three (3) copies of the proposal.
Proposal submissions received after this time will be considered non-responsive and will be returned without review. The City of North Platte reserves the right to reject any or all proposals, and to waive irregularities or informalities to accept the Proposal it deems most beneficial.

PROJECT INTENT AND RESPONSE INSTRUCTIONS
- Anticipated details of the Project are as follows: Schmeeckle Brothers Construction and the City of North Platte has engaged with Olsson, Inc. for design services associated with IWTPA. This facility will initially serve the Sustainable Beef Processing Plant which is currently under construction by Schmeeckle Brothers. The wastewater treatment facility is located at 875 Newberry Access, North Platte, NE. Two new anaerobic lagoons, three new aeration basins, two new final clarifiers, 2 new sludge storage tanks, a new biosystem system building, a new biosolids sludge storage pad, new blower building, lifts stations and gravity sewer main pipe will be constructed in the project. Other anticipated improvements include site piping, electrical, earthwork, pavement, and associated appurtenances as required by the project. The project is within the North Platte and South Platte River an d will be subject to City floodplain development permitting, NDEE construction permitting, NPDES Construction Stormwater permitting, and local building permits. The funding is coming from a $20 million state grant along with City and developer sources to complete the design and construction of the project. The equipment procurement should begin as soon as possible, with construction of the new facility to commence as soon as possible, with facility completion by end of 2024
